In a large bowl, cream shortening and sugar until light and fluffy. Add eggs, one at a time, beating well after each addition. Combine the flour, cream of tartar, baking soda and salt; gradually add to creamed mixture and mix well. Stir in pecans. Combine topping ingredients.
Roll dough into 1-in. balls, then roll in topping. Place 2 in. apart on ungreased baking sheets; flatten slightly. Bake at 400° for 10-12 minutes or until surface cracks. Remove to wire racks to cool.
