Preheat broiler. Arrange marshmallows in a single layer on a greased foil-lined baking sheet. Broil 3-4 in. from heat 15-30 seconds on each side or until golden brown. Cool completely.
Place milk and ice cream in a blender; cover and process just until combined. Add 10 toasted marshmallows; cover and pulse until blended.
Divide milk shake among 4 glasses; top with crushed crackers and remaining toasted marshmallows. Drizzle with chocolate syrup; serve immediately.
