When a recipe calls for cake flour, you can substitute all-purpose flour, but not on a one-for-one basis. For every cup of cake flour called for in the recipe, use a cup minus 2 tablespoons of all-purpose flour. Your cakes may have a slightly heavier, coarser texture made with all-purpose flour.
