Powdered non-dairy creamer could be used as a substitute for milk in very small amounts, but I don't recommend it. The product primarily contains sugars and fats and has a very sweet taste and oily texture. Lactose-free soy milk or rice milk are better substitutes, especially in desserts and sweet baked goods.
