Streusel Cranberry Oat Muffins

- 1-1/2 cups old-fashioned oats
- 1 cup all-purpose flour
- 1 cup whole wheat flour
- 1/2 cup packed brown sugar
- 1 teaspoon baking soda

- 2 eggs
