Mortarboard Cupcakes

I made these cute cupcakes when my children graduated from high school. They are so easy and can be made with your school colors.Margaret Hooper, Winchester, New Hampshire18 ServingsPrep: 20 min. Bake: 20 min. + cooling
Ingredients
- 3 cups all-purpose flour
- 2 cups sugar
- 3/4 cup baking cocoa
- 2 teaspoons baking soda
- 1 teaspoon salt
- 2 cups water
- 2/3 cup canola oil
- 2 tablespoons white vinegar
- 2 teaspoons vanilla extract
- FROSTING:
- 1/2 cup butter, softened
- 1/2 cup shortening
- 1 teaspoon vanilla extract
- 4 cups confectioners' sugar
- 3 tablespoons milk
- Food coloring
- 9 whole graham crackers, halved
- 18 milk chocolate M&M's
- Black shoestring licorice, cut into 36 pieces (3 inches each)

- In a large bowl, combine the first five ingredients. In another bowl,
