Cheddar Shrimp and Penne

2 cups uncooked penne pasta 2 garlic cloves, minced 2 tablespoons butter 2 tablespoons all-purpose flour 1/2 teaspoon salt 1/4 teaspoon pepper 2 cups milk 1-1/2 cups (6 ounces) shredded cheddar cheese, divided 1 pound cooked medium shrimp, peeled and deveined 1 can (15-1/4 ounces) whole kernel corn, drained
Cook pasta according to package directions. Meanwhile, in a large saucepan, cook the garlic in butter over medium heat for 1 minute.
