Budget Macaroni and Cheese

1 package (7 ounces) elbow macaroni
3 tablespoons butter
3 tablespoons all-purpose flour
1/4 teaspoon salt
Dash pepper
1 cup milk
1 cup (4 ounces) shredded cheddar cheese

Cook the macaroni according to package directions. Meanwhile, in a
large saucepan, melt butter over medium-low heat. Add the flour, salt
and pepper; stir until smooth; gradually add milk. Bring to a boil;
cook and stir for 2 minutes or until thickened. Remove from the heat;
stir in cheese until melted. Drain pasta. Add to the cheese
